The EU ETS system or European CO2 Emission Trading Scheme is slowly entering its third, eight-year phase. The primary aim of the EU ETS was and is to reduce CO2 in the atmosphere through market instruments – allowances. There are many ambiguities arising from the transition from the second to the third phase, which heighten doubts about the whole system. There are increasingly frequent questions as to whether there is any point in continuing emission trading and whether the original objectives were achieved. In fact, the total volume of emissions has not been reduced and some large polluters are actually profiting nicely from emission trading. The whole situation proves the point of sceptics, who promote cancelling the scheme set up to date and replacing it with something else. However, the hottest question is whether the Czech Republic will manage to fulfil its obligations arising from the EU ETS, whether it will succeed in preparing allowance auctions or processing the free allocation of allowances based on the European Commission’s decision. There are also many uncertainties concerning the transfer of CER and EUA credits from NAP 2 to the third trading period. How will we cope with transition from the second to the third phase, and if any complications arise, will we manage to deal with them in time? Will the existing system last? What is in store?
