The Czech Republic is facing a major challenge. When adopting the Directive of the European Parliament and the Council No. 2012/27/EU on energy efficiency, it commits to reduce final energy consumption by 46 PJ in 2020. The state should set an example. Every year, it should renovate 3 % of area of central state administration’s buildings. One of the ways to achieve this is the wider use of energy services with a guaranteed result, combined with subsidies provided from the operational programs, especially from the OPE.

  

Because of current legislation and budgetary restrictions, this is not possible for organizational units of the state (OSS) yet. The organizational units of the state cannot use a combination of subsidies and energy services with a guaranteed result that provides proven and effective utilization of funds spent to complete renovation and modernization of buildings. The first conference block will be focused on barriers to implementation of energy services in the public sector, especially in the organizational units of the state.

  

State contributory organizations, however, may use the energy services. And they use them. They bring them with a number of benefits. They enable them to modernize energy management and reduce operating costs. Then, any investment in energy-saving measures is paid from future energy savings, the level of which is contractually guaranteed by a provider of energy services.

  

Now, the use of energy services with a guaranteed result will be more accessible. OPPIK and OPE perceive these services involving the guarantee for savings and the long-term energy management, which is an integral part of them, as a guarantee of future savings and, therefore, they favour applicants who choose them. They follow the requirements of the European Directive on energy efficiency, where guarantee and provability of savings play a key role.

  

The aim of this international conference is to discuss with the representatives of (not only) the local state administration and European institutions about the benefits of a comprehensive modernization of energy management of buildings using energy service with a guaranteed result, to which the member countries are committed, and also about legislative obstacles and possible ways to overcome them.
